Any ideas what the frame on the outside of the tamping banks is for? I wondered if it may be a stabiliser of some sort to support the weight of the 3 tamping units, but surely this would slow the machine down. If anyone knows...?

I believe it is a PPE checker, anyone walking by without steel toes get a stampeys from a tamper.
What it actually looks like is what used to be fitted to the very early OTM's and is a ballast considator. Sures up the sleeper ends where so many sleepers are being tamped.

It is a shoulder consolidator, fitted in this is a hydraulic motor and eccentric cam, the 3 feed, return and leakoff hydraulic hoses can be seen on the pic. On older (non UK) machines the shoulder consolidator stuck out further and went up and down in an arc movement. Generally in the UK there isn't enough clearance gauge for these to be fitted so normally never seen in the UK.
To add, I doubt you will ever see a 4X tamping unit in the UK, most of the NR 3X machines run with the rear set of tools removed so only tamp 2X due to the erratic sleeper spacing.
